San Francisco's Health Code presumes that any paint on a building built before 1979 is lead based unless shown otherwise, and treats lead hazards as a public health nuisance. Disturbing that paint without controlling the dust is what spreads the hazard. California law separately treats a lead hazard that endangers the occupants as a condition that can make a rental unit uninhabitable.

Ask when the building was built and whether any paint work has been done recently. If it was built before 1978, read the federal booklet Protect Your Family From Lead in Your Home.
