California law requires buildings and grounds to be kept clean and sanitary and free from debris, filth, rubbish, garbage, rodents and vermin. San Francisco requires property owners to keep their property free of vermin, and requires an owner or manager to respond to a tenant's bed bug complaint by hiring a licensed pest control operator.

    Look for chipping or flaking paint, especially in older buildings and on window frames, door frames and stair rails, and for paint dust or debris left behind after recent work.

    San Francisco's Health Code presumes that any paint on a building built before 1979 is lead based unless shown otherwise, and treats lead hazards as a public health nuisance. Disturbing that paint without controlling the dust is what spreads the hazard. California law separately treats a lead hazard that endangers the occupants as a condition that can make a rental unit uninhabitable.
