San Francisco requires property owners to keep their property free of vermin, and requires an owner or manager to respond to a tenant's bed bug complaint by hiring a licensed pest control operator.

    San Francisco's Health Code presumes that any paint on a building built before 1979 is lead based unless shown otherwise, and treats lead hazards as a public health nuisance. Disturbing that paint without controlling the dust is what spreads the hazard. California law separately treats a lead hazard that endangers the occupants as a condition that can make a rental unit uninhabitable.
