A rental unit that substantially lacks either may be legally uninhabitable, which is the standard the implied warranty of habitability sets for every residential tenancy in the state.

    Ask how heat and hot water are supplied and who pays for them. If either fails once you live here, put the request to the landlord in writing and keep a copy.
