    Heat is required October 1 through May 31: at least 68°F from 6am to 10pm when it is below 55°F outside, and 62°F overnight whatever the temperature outside. Hot water must be at least 120°F, 24 hours a day, all year.

    If your apartment is colder than that, file a complaint with 311 and keep the service request number so you can track it. Never use a gas oven or range for heat, which can produce dangerous levels of carbon monoxide.

    Responsibility is split: the owner provides, installs, and replaces the detectors, while the tenant tests them monthly and replaces the batteries.     On a viewing, look for a smoke alarm within fifteen feet of the door of each room used for sleeping, on the ceiling or just below it on the wall, and a carbon monoxide alarm at any height, including one plugged into a hallway outlet. A chirping alarm usually means a low battery, which is the tenant's to replace, but detectors also sound a separate end-of-life alarm when the device itself has to be replaced by the owner.
