    Check that stairwell doors close completely and that basement or ground-floor hallways are clear of boxes, equipment, or obstacles. Look for droppings, gnaw marks, or sticky traps in cabinets, under the sink, and along baseboards in the kitchen and bathroom.

    Turn on a faucet in the kitchen and bathroom and feel whether hot water arrives, and check radiators or baseboards for warmth when the heat is on.

    Heat is required October 1 through May 31: at least 68°F from 6am to 10pm when it is below 55°F outside, and 62°F overnight whatever the temperature outside. Hot water must be at least 120°F, 24 hours a day, all year.

    If your apartment is colder than that, file a complaint with 311 and keep the service request number so you can track it. Never use a gas oven or range for heat, which can produce dangerous levels of carbon monoxide.

    Ask the owner or broker: "When was this unit last tested for lead?" Look for paint chips or deterioration on interior woodwork, walls, or trim.

    Buildings built before 1960 may still contain lead-based paint, which causes behavioral and learning problems in young children, who can swallow dust and paint chips from windowsills and floors.

    If a child under six lives with you, or spends 10 or more hours a week in your apartment, tell the owner in writing, which is what obliges them to inspect annually. Report peeling paint, and call 311 if it is not fixed or if repair work is raising dust that is not being contained.
